Introduction: The Unmet Need for Private Sector Collaboration

Modern slavery is a global crisis of immense scale, with an estimated 50 million individuals trapped in forced labour worldwide. This pervasive issue generates approximately US$236 billion in illicit profits annually, highlighting the deeply entrenched economic incentives that perpetuate this exploitation. While the global community acknowledges the severity of the problem, current intervention efforts are drastically underfunded and often operate in silos. A mere 0.13% of the profits derived from modern slavery are allocated to address it, and only a fraction of victims are rescued annually.

Crucially, 86% of modern slavery is directly linked to the private sector, with a significant portion embedded within complex product supply chains. Companies are increasingly pressured to ensure ethical value chains due to expanding legislation, heightened media scrutiny, and the risk of severe reputational damage. However, they often lack the reliable partners and effective strategies needed to address this complex issue within their extended supplier networks.

Traditional anti-human trafficking efforts often fall short due to limited private sector engagement, reactive measures, and a lack of tailored solutions. Many NGOs lack the direct access and expertise to effectively engage with businesses, resulting in a disconnect between intervention efforts and on-the-ground implementation. This disconnect leaves a significant gap in addressing modern slavery.

The prevailing challenge is the absence of effective mechanisms for private sector collaboration. Companies recognise the systemic nature of modern slavery, but they lack a roadmap for working together to tackle it.

The Mekong Club’s Innovative Solution: A Business-to-Business Model for Systemic Change

The Mekong Club operates on the principle that the private sector is a critical partner and a fundamental driver of change in addressing modern slavery. The unique business-to-business model directly addresses the limitations of traditional approaches by fostering collaboration and empowering companies to become proactive agents of change.

The Mekong Club’s model is built on:

  • Direct Engagement: Working directly with companies, building trust, fostering collaborative relationships, and gaining deep insight into their specific challenges, operational practices, and supply chain dynamics.
  • Expertise and Practical Tools: Providing scalable eLearning platforms, practical tools, and training, enabling companies to identify and address specific knowledge gaps and implement targeted interventions.
  • Capacity Building: Equip companies with the knowledge and skills to conduct risk assessments, implement due diligence, and adopt ethical sourcing practices, fostering a culture of ownership and accountability.
  • Industry Collaboration: Facilitating networks that enable companies to share experiences, learn from each other, and collectively address industry-wide challenges, driving the adoption of ethical practices across global supply chains.
  • Solutions-Oriented Approach: Working with businesses to understand and mitigate the impact of price pressures on their supply chains, helping them adopt ethical sourcing strategies that consider the well-being of local communities and prevent the exploitation of vulnerable workers.

By empowering businesses to take ownership of their social responsibilities, they leverage their significant resources and influence to drive systemic change throughout their extensive value chains. The preventative approach, coupled with the capacity-building initiatives, enables companies to proactively mitigate risks, avoiding costly remediation efforts and reputational damage.

The Modern Slavery Baseline Assessment (MSBLA): A Key Tool for Impact

A critical component of The Mekong Club’s approach is the Modern Slavery Baseline Assessment (MSBLA). The MSBLA is a comprehensive framework that enables companies to:

  • Assess their modern slavery risks and identify vulnerabilities within their operations and supply chains.
  • Develop targeted remediation plans to address identified risks.
  • Measure the effectiveness of their anti-slavery efforts and track progress over time.

The MSBLA is not merely a compliance tool; it is a strategic instrument that empowers companies to integrate ethical practices into their core business operations. By providing a clear roadmap for risk management and continuous improvement, the MSBLA helps companies to:

  • Proactively prevent modern slavery, rather than simply reacting to incidents.
  • Enhance their capacity to address the unique challenges they face.
  • Build a culture of ownership and accountability for ethical conduct.
  • Strengthen their relationships with stakeholders, including investors, customers, and employees.
